Abstract

Traditional literature in public administration tends to regard field administration as a pure tecbnical phenomena involving relationship between headquarters and deconcentrated agencies. As a result, the significant role politics plays in field administration is often minimized. In this paper, attempt is made to show the political significance of field administration by tracing the evolution of Ethiopian regional administration and showing how political consigerations aimed at ensuring the stability of rule of past regions shaped the regions that emerged
